Hiring in Singapore in 2026: The Cost Behind the S$8,000 CPF Ceiling

The CPF wage ceiling reached S$8,000 in January 2026, the last of four steps since 2023. We priced the same offer under 2025 and 2026 rules, worked CPF for seven age and PR bands and checked who holds the employment contract at ten EOR providers.

Costing traps

Four costing errors that skew a Singapore offer

The CPF ceiling has moved four times since 2023 and senior rates changed again in January 2026, so a cost sheet from last year is already out of date. The caps are easy to miss in both directions.

S$340

Pricing CPF on the old S$6,000 ceiling

Since 1 January 2026, employer CPF is charged on ordinary wages up to S$8,000 a month, after four steps up from S$6,000 in 2023. On a S$8,000 salary the old ceiling understates employer CPF by S$340 a month, or S$4,080 a year.

S$1,360

Charging 17% on the whole of a high salary

From 1 January 2026, employer CPF for a citizen aged 55 or under stops at S$1,360 a month, 17% of the S$8,000 ceiling, however high the pay. Charging 17% on a full S$15,000 salary gives S$2,550, which overstates the bill by S$1,190 a month, or S$14,280 a year.

16%

Using pre-2025 rates for staff over 55

Employer CPF has been 16% above 55 to 60 and 12.5% above 60 to 65 since 1 January 2026, and those rise to 16.5% and 13% on 1 January 2027. Budget a 58-year-old on S$8,000 at the older 14.5% and you come up S$120 a month short, or S$1,440 a year.

S$10,280

Planning on an EOR to sponsor a work pass

MOM’s FAQ, updated 9 July 2024, says an EOR that applies for a pass for someone working for an overseas company commits an offence. A foreign hire therefore needs your own Singapore entity, about S$10,280 in year one on the published fees in our break-even section.

Rates as in force on 22 October 2026, from the CPF Board and the Ministry of Manpower.

The CPF ceiling

A S$8,000 salary now costs S$102 more a month in CPF

Employer CPF is charged only on ordinary wages up to a monthly ceiling. That ceiling went from S$7,400 to S$8,000 on 1 January 2026, so anyone paid S$8,000 or more now draws the full increase.

From our research

A bonus softens the hit. CPF also has a S$102,000 yearly cap, and twelve months at the new ceiling use S$96,000 of it. Only S$6,000 of a one-month bonus now attracts CPF, so with that bonus the yearly rise is S$884, not S$1,224.

Citizen aged 55 or under, ordinary wages of S$8,000 a month. Since August 2023 the ceiling has moved from S$6,000 to S$8,000, which adds S$340 a month to employer CPF at this salary. Source: CPF Board, Ordinary Wage ceiling page, updated 14 August 2026.

The fee is the only line here that moves. Between the $199 and $699 plans the gap is $6,000 a year, about S$7,668 at S$1.278 to the dollar, while CPF and the levy stay at S$17,475.

How we got S$17,475: S$1,360 a month in CPF for twelve months, S$1,020 on the S$6,000 of bonus that falls under the yearly cap, and S$135 in levy. The 13th-month bonus is common but not required by law. Deposits and setup or exit fees are not included. Our Singapore EOR fee table lists what each provider publishes.

Age and residency

Singapore has no regional wage rules. What varies is CPF, which steps down with age and starts low for new permanent residents. Pass holders pay none. Two of these rates move again on 1 January 2027.

The CPF Board’s 2027 rate table confirms the change only touches staff above 55 to 65. For a 58-year-old on S$8,000, employer CPF goes from S$1,280 to S$1,320 a month. Staff aged 55 and under see no change in 2027.

Rates for monthly wages above S$750. PR graduated rates are the default unless employer and employee jointly choose full rates. Employment Pass and S Pass holders pay no CPF, but the Skills Development Levy still applies. Sources: CPF Board 2027 rates page, updated 16 June 2026, and 2026 rate tables. Checked 22 October 2026.

EOR or own company

In Singapore your own company pays off at two staff

A Singapore private limited company is cheap to keep. Using one corporate services firm’s published fees plus payroll, it runs at about S$9,280 a year. One seat at $599 a month comes to about S$9,186 a year.

EOR fees for the team, a yearOwn company, yearly running costOwn company in year one, with setup
1 hireS$9,186
2 staffS$18,373
3 staffS$27,559
4 staffS$36,745
5 staffS$45,931

Scale: S$50,000 a year. Entity figures from Emerhub’s published Singapore fees, updated 31 August 2026: S$6,280 a year for a nominee director, company secretary, registered address, bookkeeping, tax filing and annual return, plus S$250 a month for payroll. Setup adds S$1,000 for registration and a bank account, so year one is S$10,280. EOR fee at $599 a month, converted at S$1.278 to the dollar.

With two staff, EOR fees already cost more than running your own company, even in the first year. On a $199 plan the switch moves out to four staff. Incorporation usually takes one to two weeks through a filing agent. You need a resident director, which is what the nominee fee pays for.

The work pass rule often decides this before the fees do. If any hire will need an Employment Pass or S Pass, an EOR can’t apply for it for your overseas company. You need your own Singapore entity anyway.

From our research

Corporate service fees vary a lot. A comparison of 17 firms published in August 2026 put year-two fees between about S$2,475 and S$11,500. At the top of that range, two staff on a $599 plan still cost more through an EOR than through your own company.

Providers

Who holds the Singapore contract at each provider

We read each provider’s own site for who employs your staff in Singapore. Four of the ten we rank say a Singapore company of theirs does. Two use local partners, and four don’t say.

From our research

We checked the Employment Pass floor against MOM’s own page: S$5,600 a month for new applications, higher for older candidates. Before you sign, ask each provider in writing which entity will apply for the pass and hold the contract.

From our research

Worked through, notice and retrenchment pay on S$7,000 reach S$41,462 after five years. Notice alone is S$6,462 there, four weeks at the legal default. A one-month notice clause would make that line S$7,000.

Under two years, no benefit is owed by law. Employers with 10 or more staff must tell MOM about any retrenchment within 5 working days of telling the employee. A dismissal that isn’t a retrenchment costs only the notice. Most offer letters set a month or more, which replaces the legal minimum. Weekly pay here is monthly pay times 12, divided by 52.

FAQ

Singapore hiring questions, answered with numbers

How much CPF does an employer pay in 2026?
17% of ordinary wages for a citizen aged 55 or under, on pay up to S$8,000 a month. That caps employer CPF at S$1,360 a month. Rates are lower above age 55 and for PRs in their first two years.
How much does it cost to hire an employee in Singapore?
About 17.2% above gross on a S$7,000 salary. Employer CPF is S$1,190 and the levy is S$11.25, so the monthly cost is S$8,201.25 before any EOR fee.
Do Employment Pass holders get CPF?
No. CPF is for citizens and permanent residents only. The Skills Development Levy still applies to pass holders, at 0.25% of pay up to S$11.25 a month.
Can an employer of record sponsor an Employment Pass in Singapore?
Not for an overseas company. MOM’s FAQ, last updated 9 July 2024, says an EOR applying for a work pass for someone working for an overseas company commits an offence. You need your own Singapore entity or a representative office.
What is the minimum salary for an Employment Pass in 2026?
S$5,600 a month, or S$6,200 in financial services, rising with age to S$10,700 at 45. New applications from 1 January 2027 need at least S$6,000.
Is severance pay mandatory in Singapore?
No amount is set by law. Staff with at least two years of service usually get a retrenchment benefit of 2 weeks to 1 month’s pay per year. After five years on S$7,000, that is S$16,154 to S$35,000.
When is my own Singapore company cheaper than an EOR?
From two staff on a $599 plan, in running costs and in year one. A company runs at about S$9,280 a year in published service fees and payroll, against about S$9,186 a year per EOR seat.
