A freelancer management system gives you one place to onboard contractors, check how they’re classified, approve invoices and pay them in their own currency. It replaces the spreadsheet, the shared inbox and the separate payment tool most teams outgrow quickly.
The tools differ most on three things: how much compliance risk they take on, how they charge, and whether they help you find talent.

Prices are each provider’s starting rate for contractor management, as published on its own site in October 2026. Six of the ten publish no rate and sort last under “Lowest price”. Multiplier bills annually, while Deel, Remote and Plane bill monthly per contractor. Sorting changes the order only.
Freelancer Management Software Reviewed in Detail
Each card shows the eight parameter scores, the pricing model and the main catch for that provider. If you already know your must-haves, scan the “What to watch” column first. Six of the ten don’t publish rates, so for those we show how they charge instead of a number.

Worksome
Why we picked Worksome
Worksome treats classification as part of onboarding rather than a separate check. Every engagement runs through status checks, including an IR35 checker for UK contractors and a 1099 hub for US ones, before anyone is paid.
Agent of Record and EOR are both available across 150+ countries and all 50 US states, priced per active engagement. Native integrations with Workday, SAP, Coupa and Greenhouse suit companies whose contractor spend already runs through procurement.
The trade-off is opacity. Pricing is a share of contractor spend or a flat annual fee, quoted per program, and Worksome charges an implementation fee on top.

Best for: Companies running 25 or more contractors across the UK, EU and US that want classification risk handled inside the onboarding flow.

Worksuite
Why we picked Worksuite
Worksuite routes each engagement to the right model automatically, whether that is direct pay, Agent of Record or contingent EOR, checked against local rules in 190+ jurisdictions. For a program with hundreds of freelancers across markets, that removes the judgment call on every hire.
It also has the deepest workforce tooling on this page: a white-labelled freelancer database, project assignments and approval chains. ISO 27001 and SOC 2 badges are both shown on the vendor site.

Best for: Enterprises and media companies running large freelancer networks that need routing, approvals and a private talent database in one system.

Deel
Why we picked Deel
Deel is the simplest way to run contractors and employees from one account. Contractors cost $49 a month each, and when one starts to look like an employee you can move them to Contractor of Record at $325 or to full EOR without switching platform. Payouts go out in 120+ currencies, and Deel holds SOC 2 Type II and ISO 27001.

Best for: Companies that hire contractors today and expect to convert some of them to employees later.

Fiverr Enterprise
Why we picked Fiverr Enterprise
Fiverr bought Stoke Talent in November 2021 for $95 million and renamed it Fiverr Enterprise in 2023. You can bring your own freelancers or source them from Fiverr, then pay them in 190 countries and 80 currencies across seven payment methods.
Pricing is a percentage of monthly spend, so Fiverr gets paid only after your freelancers do, and there’s no cap on headcount.

Best for: Companies already buying from Fiverr that want contracts, compliance checks and payments around the same talent.

YunoJuno
Why we picked YunoJuno
YunoJuno pairs a freelancer management system with its own vetted marketplace of creative and tech talent, which is why agencies and in-house marketing teams keep it on shortlists.
Classification results come back in under five minutes, covering IR35, US 1099 and W-2 status, with global Agent of Record and EOR behind them. Contractors pay nothing to use the platform.

Best for: Agencies and brand teams hiring creative, marketing and tech freelancers who want sourcing and compliance in one place.

Remote
Why we picked Remote
Remote charges $29 per contractor, but only in months you actually work with them, which makes it the cheapest published option for project-based or seasonal freelancers. Contractor Management Plus at $99 adds indemnity of up to $100,000 per contractor, capped at $1 million per company.
Contractor of Record starts at $325 with uncapped indemnity. Coverage runs to 190+ countries, and Remote holds ISO 27001, SOC 2 and CSA STAR Level 1.

Best for: Teams with project-based or seasonal freelancers who want a low published rate and an upgrade path to indemnity.

TalentDesk
Why we picked TalentDesk
TalentDesk manages freelancers and the agencies they come through in the same place, which suits production and creative teams juggling both. Payments go out in 190+ countries and 110+ currencies through partners including Wise and Payoneer, with zero withdrawal fees on Wise-to-Wise transfers.
Pricing runs per admin seat plus a payment automation fee of 1% to 3%. Agent of Record is quoted separately on Growth and included on Enterprise.

Lifted (Upwork)
Why we picked Lifted (Upwork)
Lifted is Upwork’s enterprise business, launched in August 2025 after Upwork bought Bubty, a freelancer management system, and Ascen, a W-2 compliance and EOR provider. It covers independent contractors, Agent of Record, EOR and statement-of-work engagements under one contract.
The draw is Upwork’s talent pool with enterprise controls on top, including consolidated billing on net-30 terms and dedicated program success managers.

Support channels
Best for: Large companies already hiring through Upwork that want compliance and billing controls around that spend.

Multiplier
Why we picked Multiplier
Multiplier charges $40 per contractor a month and is one of the few here that pays contractors in crypto as well as local currency. Contractor of Record costs $400, the highest CoR price on this page, and everything bills annually.

Best for: Companies paying contractors who prefer crypto or local-currency payouts and can commit to annual billing.

Plane
Why we picked Plane
Plane, which rebranded from Pilot in June 2026, pays contractors straight into their bank accounts in 240+ countries, with no e-wallet in between and no fee to receive. At $39 per active contractor with no minimum charge or base fee, it’s easy to budget.
It files 1099-NEC forms for US contractors, but it offers no Agent of Record or Contractor of Record, so classification stays your call.

More Freelancer Management Providers
These five are each built around a narrower strength, from a free contractor tier to a marketplace of field technicians, so they get a compact row instead of a full card. Prices come from each vendor’s own site, and the fields match the ten above.
Every provider above was scored on the same eight parameters, weighted toward compliance and payments, which is why dedicated freelancer management systems and contractor payment platforms can sit on one list. The ten main-tier tools get full cards, and five narrower specialists follow them. The full method is in how we scored.
The guide below helps you settle three things before you book a demo: which kind of tool you need, how much misclassification risk you want to hand over, and what the bill looks like at your contractor count.
How to choose a freelancer management system
Five factors separate the tools on this page more than anything else. Start with the one that matches your biggest risk, not the longest feature list.
Where your contractors get paid
Coverage runs from 150+ to 240+ countries, and currency counts vary even more. Check your contractors’ actual countries before comparing anything else.
Best equippedPlane, Fiverr Enterprise, TalentDesk
How the bill is calculated
Per-contractor pricing is predictable. A percentage of spend scales with every invoice, so it gets expensive fast when contractors bill large amounts.
Published ratesRemote, Plane, Multiplier, Deel
Whether it helps you find talent
Payment platforms assume you already know who you’re hiring. If you still need to find freelancers, a built-in marketplace or private pool saves a second tool.
Best equippedYunoJuno, Lifted, Fiverr Enterprise
Security and system fit
Procurement teams will ask for certifications first. Larger programs also need native links to Workday, SAP or Coupa so contractor spend lands in the right budget.
Best equippedWorksuite, Deel, Remote, Multiplier
FMS, contractor platform, marketplace or VMS
The fifteen tools above fall into three groups, and the group matters more than the brand. Pick the group first, then compare within it.
Dedicated FMS
Onboarding, classification, approvals and payments for freelancers you manage yourself.
Right forPrograms with 25 or more freelancers, several approvers and real compliance exposure.
Contractor payment platforms
Contracts and payouts per contractor, often sold next to EOR.
Right forSmaller teams paying known contractors abroad at a published monthly rate.
Marketplace-led
Management layers built on top of a large freelancer marketplace.
Right forCompanies that already buy talent on Fiverr or Upwork and want controls around it.
Buyers also run into two neighbouring categories, vendor management systems and employers of record. Here’s how all five models compare on the points that decide the purchase.
| Model | What it does | Who carries classification risk | Typical pricing | Best when |
|---|---|---|---|---|
| Freelancer management system | Manages freelancers you engage directly | You, unless you add AOR | % of spend, platform fee or per contractor | You run your own freelancer program |
| Vendor management system | Manages staffing agencies and their workers | The agency | Enterprise contracts, quote only | Most contingent spend runs through agencies |
| Agent or Contractor of Record | Provider contracts and pays the contractor for you | The provider, within its indemnity | $325 to $400 per contractor a month on this page | A contractor looks close to an employee |
| Employer of Record | Provider employs the worker on your behalf | The provider | $199 to $699 per employee a month on our EOR ranking | The role is really a full-time job |
| Freelancer marketplace | Finds and pays freelancers for each job | Mostly you | Upwork Business Plus: 10% marketplace fee | One-off projects with new talent |
Not sure where a hire fits: our EOR vs PEO vs staffing agency guide covers the employment side of the same decision.
Plain payments, Agent of Record or Contractor of Record
This is the decision that changes your risk, not just your invoice. Under Agent of Record or Contractor of Record, the provider becomes the contracting party and stands behind the classification. With plain payments, the tool moves money and the status call stays yours.
Plain payments
Contracts, invoices and payouts. Classification is your responsibility.
Cost$29 to $49 per contractor a month on the published plans.
Payments plus indemnity
You stay the contracting party, with capped cover from the provider.
Cost$99 per contractor a month, up to $100,000 cover per contractor and $1 million per company.
The label on the plan matters less than the wording in the contract.
Read the indemnity scope: Remote’s $100,000 Plus cover only applies to claims arising from a breach of Remote’s own service warranty. Ask every provider what triggers a payout and whether tax, benefits and penalty claims are included.
What it really costs at 10, 50 and 250 contractors
The table uses each provider’s published rate and assumes every contractor is active every month. For the percentage models we assumed an average of $4,000 a month invoiced per contractor, so scale those rows to your own spend.
| Provider and model | 10 contractors | 50 contractors | 250 contractors |
|---|---|---|---|
| Remote, $29 per active contractor | $290 | $1,450 | $7,250 |
| Plane, $39 per active contractor | $390 | $1,950 | $9,750 |
| Multiplier, $40 per contractor, billed annually | $400 | $2,000 | $10,000 |
| Deel, $49 per contractor | $490 | $2,450 | $12,250 |
| TalentDesk, 1% to 3% payment fee plus admin seats | $400 to $1,200 | $2,000 to $6,000 | $10,000 to $30,000 |
| Upwork Business Plus, 10% marketplace fee | $4,000 | $20,000 | $100,000 |
Monthly cost shown. Worksome, Worksuite, YunoJuno, Fiverr Enterprise and Lifted quote per program, so they can’t be placed in the table.
The crossover: a 1% fee on $4,000 equals Multiplier’s $40 flat rate, so percentage pricing only wins when contractors invoice small amounts. For the two biggest flat-rate platforms side by side, see Deel vs Remote.
What misclassification costs, by region
Getting a contractor’s status wrong is the expense an FMS exists to prevent. These are the figures that apply if a tax authority or court decides a contractor was really an employee.
If you find a problem yourself in the US, the IRS Voluntary Classification Settlement Program lets you reclassify workers for 10% of one year’s employment tax liability, with no interest or penalties.
The EU Platform Work Directive
The directive creates a presumption of employment where a platform directs and controls the work, and the worker no longer has to prove it. It applies to digital labour platforms that organise paid work through automated systems, not to every company that manages freelancers.
A company running its own freelancers through an FMS is unlikely to be a digital labour platform. Marketplace-led tools sit closer to the line, so ask the provider how it reads the scope. The full text is on EUR-Lex.

Moving off spreadsheets: what setup involves
Self-serve platforms and enterprise systems are set up in very different ways. Know which one you’re buying before you plan the switch.
Whichever route you take, the same five steps decide whether the first payment cycle goes smoothly.
Export every active contractor
Pull names, countries, rates and contract end dates from your spreadsheet, finance system and inboxes into one list.
Owner: Operations or HR
Classify each engagement
Run every contractor through the provider’s status check and move anyone borderline to AOR, CoR or EOR.
Owner: Provider tool plus legal
Re-paper contracts and invite contractors
Contractors sign the new agreement and add tax forms and bank details themselves.
Owner: Contractors
Run one payment cycle in parallel
Approve invoices in the new tool while checking totals against your old process before you switch it off.
Owner: Finance
Connect finance and HR systems
Sync contractor spend to your accounting or procurement tool once the data is clean.
Owner: Finance and IT
Mixing contractors and employees: our guide to managing freelancers with EOR and HR tech covers how the two fit in one stack.
Five questions to put to every provider
Most of what decides the contractor experience isn’t on any pricing page. Get these answers in writing before you sign.
“How many days from invoice approval to money in the contractor’s account?”
“What markup do you add to the exchange rate, and who pays it?”
“Does the contractor pay anything to receive their money?”
“What exactly does your indemnity cover, and what is the cap?”
“What happens to contracts and records if we leave?”
Narrow it down

Freelancer Management Software FAQs
Straight answers to the questions buyers ask most before choosing a freelancer management system.
How we scored freelancer management software
Every provider on this page gets the same eight-part score, from the same evidence, on the same 1 to 5 scale. Here is how each score is built, so you can check it against the cards above.
Eight parameters, weighted for freelancer management
Weights add up to 100%
Compliance and classification
Status checks, IR35 and 1099 handling, and whether Agent of Record, Contractor of Record or indemnity is offered, with the cover in writing.
Global payments
Countries and currencies covered, payout methods, contractor-side fees and what the provider publishes about exchange rates.
Onboarding and contracts
Contract templates, e-signature, collection of tax forms and bank details, and how fast a new freelancer can be paid.
Pricing and value
Published rates, billing basis, minimums and implementation fees, and how cost scales from 10 to 250 contractors.
Talent and workforce visibility
Marketplaces, private talent pools, approval chains and reporting on who is working on what.
Integrations
Native links to accounting, procurement, HRIS and ATS tools, plus API access and any extra charge for it.
Customer support
Channels, hours and account management, checked against recurring themes in public reviews.
Ease of use
The admin and contractor experience, judged from product documentation and public reviews.
What the score colours mean

What counts
Each vendor’s own pricing page, terms and documentation, public user reviews, and product demos where available. Prices were checked in October 2026.
What never counts
Vendor testimonials, prices found only on third-party sites, and claims we could not verify. Unpublished rates stay marked “Quote only”.
How the ranking works
The ten main-tier providers are ranked by overall score. The five that follow, numbered 11 to 15, are each listed for one narrower strength.
Some links are affiliate links. A commission never changes a score or a ranking, and no vendor can pay to move up. Prices and key facts are rechecked when vendors change them, and the date at the top shows the last update.
Conclusion
Pick a freelancer management system for the risk it takes off you, not the length of its feature list. A $29 payment tool and a quoted enterprise FMS can both pay a contractor in Lisbon, but only one of them stands behind that contractor’s status.
The most common pricing mistake is treating a percentage fee as the cheap option. At $4,000 invoiced per contractor, a 10% marketplace fee costs $100,000 a month across 250 contractors, against $7,250 on a $29 flat plan.
List your contractors by country and monthly spend, then ask your top two providers for a written quote and their indemnity scope at that exact volume.
