What Is Pebl?

Pebl is an employer of record that legally employs staff for you in countries where you have no entity, then runs their contracts, payroll and benefits. Until September 2025 it traded as Velocity Global. Buyers use it to hire full-time employees abroad without opening a subsidiary.

The core is the EOR service on Pebl’s platform. Pebl or an in-country partner signs the employment contract, collects payroll funding from you, pays salary and statutory contributions, and invoices a monthly fee per employee. Alfie, an AI assistant, answers employment questions inside the platform.

Around the core sit global payroll, immigration, benefits, pensions, equity and sourcing, plus 250+ integrations with HR software. Pebl fits mid-size and enterprise employers making long-term hires or absorbing staff after an acquisition. It overshoots a startup hiring one or two people, where cheaper EORs such as RemoFirst fit better.

Pebl is the cheapest of the large owned-entity EORs we track, at $399 per employee against $599 at Deel and Remote. It fits companies hiring full-time staff they plan to keep for a year or more. Short stints and month-to-month hiring sit badly with its terms.

Users rate Pebl 4.6 across 618 public reviews, but few of them weigh the payroll funding deposit, the 12-month term per worker and the 90-day offboarding notice in Pebl’s legal terms, so we score it 4.2.

Pricing and value
3.8 / 5
$399 per employee undercuts Deel and Remote by $200 a month. Payroll funding and a 12-month worker term sit on top.
Global coverage
4.5 / 5
Pebl lists 185+ countries and 66 owned entities, which it says employ over 90% of the people it supports.
Compliance strength
4.7 / 5
Compliance guidance is vetted by Baker McKenzie, and Pebl reports 17+ employment licences. It also cites 100+ employment and financial audits passed.
Platform and integrations
3.9 / 5
The directory lists 250+ integrations, including NetSuite, QuickBooks and Workday, but API documentation is open only to approved partners.
Onboarding speed
4.2 / 5
Pebl claims hires in as little as 24 hours. Public reviews report delays of two weeks when documents are misread.
Customer support
4.3 / 5
Support resolves 85% of tickets in under 24 hours by Pebl’s count, and users rate its quality 9.4 out of 10.
Payroll reliability
4.1 / 5
Pebl claims 99.9% payroll accuracy and timeliness. Funded payroll can reach some corridors within an hour, though no error data is published.
Ease of use
3.9 / 5
Users rate ease of use 9.1 out of 10, yet slow document uploads and repeat logins come up often in reviews.

Pebl Pros and Cons

Pebl’s biggest strength is ownership, with 66 of its own entities carrying over 90% of the people it employs. Its biggest weakness is lock-in, with a 12-month term per worker and 90 days’ notice to offboard. For a $399 EOR, that trade is fair if your hires stay.

Strengths

  • Owned entities carry most hires
Pebl’s 66 owned entities employ over 90% of the workers it supports, so few hires depend on a partner’s payroll and contracts.
  • $200 below Deel and Remote
The flat $399 monthly rate saves $2,400 per employee each year against the $599 list price at Deel and Remote.
  • Built for M&A and complex hires
Pebl reports guiding 160+ cross-border M&A deals and sells its own immigration product, useful when acquired staff must move fast.
  • Finance stack connects
The integration directory lists NetSuite, QuickBooks, Sage Intacct, Workday and Greenhouse among 250+ tools, so EOR costs reach existing ledgers.

Limitations

  • Funding due before each hire
Pebl requires payroll funding before every onboarding and locks each employee into a 12-month term, which raises the cash needed upfront.
Alternative: RemoFirst, $199 per employee with no minimums
  • 90 days to offboard
Ending an employment needs 90 days’ written notice per worker, and all offboarding costs, including settlement payments, pass to you.
Alternative: Multiplier, $499 per employee on monthly contracts
  • FX terms read two ways
Pebl’s comparison page says prices include FX fees, while its EOR terms list currency conversion as a separate ancillary cost.
Alternative: Deel, $599 per employee across 150+ countries

Pebl Features

Pebl sells one EOR price and quotes almost everything else. The core covers employment, payroll, compliance guidance and Alfie, its AI assistant in 50+ languages. Immigration, pensions, equity and sourcing are separate products with no published price.

Pebl reports guiding 160+ cross-border M&A deals, moving acquired staff onto its payroll when the buyer has no local entity.
    Strong
  • Global immigration

  • Equity and talent sourcing
Both appear in Pebl’s product menu, but it publishes no scope, coverage or price for either one.
    Limited

Pebl Integrations

Pebl’s directory claims 250+ integrations, far more than most service-led EORs list. The links that matter for EOR buyers are HRIS, applicant tracking and accounting, including NetSuite and QuickBooks. API documentation exists, but it sits in a portal for approved partners.

Pebl Country Coverage

Pebl lists 185+ countries and says its 66 owned entities employ over 90% of the workers it supports. It does not say which countries run through partners. That gap matters most in smaller markets, where a partner adds a second company to every payroll question.

Who Should Use Pebl?

Pebl suits employers who hire for the long run and want an owned entity behind most of their staff. Buyers chasing the lowest fee or short, flexible contracts have cheaper or looser options. The 12-month term per worker settles most cases.

Best for

  • Companies hiring permanent staff in Western Europe, Canada or Mexico who expect each hire to stay past a year.
  • Acquirers absorbing staff from a cross-border deal who need contracts and payroll running before any entity exists.
  • Finance teams on NetSuite or Sage Intacct that want employer of record invoices flowing into ledgers they already run.
  • Buyers who have priced Deel or Remote at $599 and want owned-entity employment for $200 less per head.

Skip if

  • You are hiring one or two people on a tight budget and every dollar of fee matters.Consider RemoFirst, EOR from $199 per employee
  • Your hires are projects of a few months, shorter than a 12-month worker term.Consider Multiplier, monthly contracts at $499 per employee
  • Most of your global team are contractors, and you need a low-cost way to pay them.Consider Remote, contractor management from $29 per contractor

What Users Say About Pebl

Almost all public reviews of Pebl sit on one platform, where 612 reviewers give it 4.6. Six more reviews average 3.2 and come mostly from employees paid through Pebl. Praise centres on account managers, complaints on fees and platform friction.

What users praise

  • Named account managers
Reviewers like having one contact per hire rather than a rotating queue of support agents.
  • Quick first replies
Users say most questions get a same-day reply from the support team, even across time zones.
  • Local contract compliance
Employers value locally compliant contracts and labour law tracking that spare them from hiring local counsel.
  • One place for HR admin
Payroll, leave, expenses and documents sit in one dashboard, which reviewers find easy to learn.

What users complain about

  • Fees feel high per head
Some employers call per-employee charges heavy, and one says cost blocked converting junior contractors.
  • Upload and login friction
Slow document uploads, sign-ins that do not persist and duplicate data entry into spreadsheets recur.
  • Fixes lag first replies
Fast responses do not always lead to solved issues, and escalations sometimes bring miscommunication.
  • Onboarding stalls on documents
One employee reports an onboarding delay of over two weeks after verification documents were misread.
Review counts as of October 2026. The six-review sample comes mostly from employees hired through Pebl rather than employers, and Pebl has not invited reviews there recently. A third platform listed 0 reviews in October 2026, so it is left out.

Is Pebl Worth It?

Yes, if you are hiring full-time staff you expect to keep for a year or more and want an owned entity behind most of them, because $399 beats Deel and Remote by $200 a month. No, if you hire on short contracts or need one person on a tight budget, where RemoFirst at $199 costs half as much.

Before signing, pin down the payroll funding amount per country, whether $399 holds in every market you need, and how currency conversion is charged. Pebl’s own pages disagree on FX, so get that answer into the order form.

A fairly priced owned-entity EOR whose real cost sits in its deposit, term and exit rules.

  3. How currency conversion is charged
Ask for the FX margin, or a written statement that conversion costs sit inside the fee.
  4. Entity or partner per country
Name the employing company in each country so you know whether a partner runs payroll.
  5. Fees during the notice period
Check whether the monthly fee keeps running through the 90-day offboarding notice for each worker.

Pebl: Common Questions

These answers come from Pebl’s pricing page, legal terms and comparison pages, checked in October 2026. Where Pebl leaves a question unanswered, we say so.

Is Pebl the same company as Velocity Global?

Yes. Velocity Global rebranded as Pebl on September 9, 2025, under CEO Francoise Brougher. The site footer still names Velocity Global, LLC, so older contracts and invoices may carry that name.

Velocity Global was founded in 2014 and calls itself the creator of the EOR category. Its entities, customers and platform carried over to Pebl.

How much does Pebl cost?

Pebl lists a flat $399 per employee per month for its Employer of Record service, with no plan tiers. Salaries, employer contributions, benefits and add-ons such as immigration are billed on top.

Does Pebl charge the same price in every country?

Pebl’s pricing page shows one $399 rate with no country exceptions, but it also invites buyers to request pricing for the country they want to hire in. Ask for a written quote per country.

Does Pebl charge setup or offboarding fees?

Pebl does not say. Its pricing FAQ lists the question without an answer, and its order terms name no setup fee. Under its EOR terms, offboarding costs such as settlement payments fall on the client.

Does Pebl require a deposit?

Yes. Pebl’s terms require payroll funding, which it also calls a deposit, before each worker is onboarded. It acts as security rather than prepayment, and Pebl does not publish the amount.

Bonuses, commissions and equity payments need a separate client prepayment before onboarding as well.

What is Pebl’s minimum contract term?

Each employee starts on a 12-month term from the month they are onboarded. After that it converts to a rolling term that either side can end with 30 days’ notice.

How much notice does Pebl need to offboard an employee?

Pebl’s EOR terms ask for at least 90 days’ written notice to terminate or offboard any worker.

Does Pebl own its entities?

Mostly. Pebl’s comparison page lists 66 owned entities and says over 90% of the employees it supports work through them. Its 2025 rebrand release said 65, and Pebl does not name the partner-run countries.

How many countries does Pebl cover?

Pebl says it can hire employees in 185+ countries. Its countries page groups them by region but does not mark which ones run on its own entities.

Does Pebl integrate with accounting software?

Yes. Pebl’s directory lists NetSuite, QuickBooks, Sage Intacct, Bill and MYOB among 250+ integrations, alongside HR tools such as Workday and BambooHR and hiring tools such as Greenhouse and Lever.

Does Pebl have an API?

Pebl has API documentation in a developer portal, but access is aimed at approved partners and technical teams. Its pricing page says integrations and API access are part of the $399 fee.

Is Pebl secure?

Pebl states it holds ISO/IEC 27001:2022 certification and a SOC 2 Type 2 report, uses AES-256 encryption and follows GDPR principles. Its security documents sit in a trust center at trust.hellopebl.com.

Who owns IP created by employees hired through Pebl?

You do. Under Pebl’s EOR terms, work product is first secured by Pebl and then irrevocably assigned to the client, unless a direct assignment to the client is agreed.

How fast can Pebl onboard an employee?

Pebl says it can hire in as little as 24 hours, but payroll funding must land first. Public reviews describe onboarding delays of over two weeks when documents are misread.

Is Pebl legit?

Yes. Pebl has operated since 2014 as Velocity Global, serves 1,500+ customers and raised $400M in a 2022 Series B. Users rate it 4.6 across 618 public reviews as of October 2026.

Is Pebl better than Deel?

Pebl costs $200 less per employee, at $399 against Deel’s $599, and it publishes an owned entity count where Deel does not.

Deel suits teams that also pay contractors, with a contractor plan from $49 a month. See our Deel vs Pebl comparison.

What are the best Pebl alternatives?

Deel and Remote at $599, Multiplier at $459 on annual contracts, Oyster at $699 and RemoFirst at $199 are the EORs buyers most often compare with Pebl.

Our Review Methodology

Every product gets the same eight-part score, the same evidence rules and the same verdict scale. Here is exactly how a score is built, so you can judge it for yourself.

Eight parameters, equal weight

Each counts 12.5% of the overall score
Fixed on every review: Pricing and value, Ease of useSix set by the product's category

The six category parameters for this product are the score cards in the Editor's Verdict. They change with what the product does, so a payroll tool is judged on things like payroll accuracy and an applicant tracking system on its hiring pipeline. The overall score is the plain average of all eight, rounded to one decimal.

What the verdict word means

Mixed3.0 to 3.4
Solid3.5 to 3.9
Strong4.0 to 4.4

What counts

Public user reviews, the vendor's own pricing, terms and documentation, and product demos where available.

What never counts

Vendor testimonials, figures found only on third-party sites, and anything we could not verify. Unpublished fees stay marked unpublished.

Why we score lower

Users rate daily use. We also score what shows up after signing: extra fees, slow escalations and missing integrations.

Some links are affiliate links. A commission never changes a score or a ranking, and no vendor can pay to move up. Prices and key facts are rechecked when vendors change them, and the date at the top shows the last update.
