10 Best Employer of Record (EOR) in the United Kingdom 2026

We compared the best EOR providers on what actually matters for a British hire: who owns the UK entity, what they really charge, and how much employer NIC adds on top. Four own a UK entity outright. Two will not tell you their price.

On this Page

Hiring in the UK is one of the simpler things an international employer can do. There is no minimum capital requirement to register a company, no residency rule for directors, and English contract law is already familiar to most buyers.

That ease is exactly why the providers on this page charge anywhere from €299 to $699 per employee per month for what is, legally, the same outcome.

The platform fee is also the smaller number in your budget. Employer National Insurance runs at 15% on everything above the £5,000 secondary threshold for 2026/27, with no upper limit, and pension auto-enrolment adds a minimum 3% employer contribution on top of that.

On a £60,000 salary, employer NIC alone comes to £8,250 a year before the EOR invoice arrives. Any comparison that starts and ends with the monthly platform fee is missing most of the real cost.

We ranked these nine providers on how they handle the UK specifically, not on how many countries appear on their homepage. Every score, price and figure below comes from our own product reviews.

Entity ownership is where the providers genuinely separate. Remote.com, Oyster HR and Rivermate all name the UK as an owned or direct-scope market, which means the legal employer relationship sits with the vendor and nobody else. Remofirst runs the UK through its partner network, and that is part of how it holds a flat $199 rate.

One provider here may not need to be your EOR at all. Rippling owns a UK entity and runs native UK payroll, so British hires skip the EOR fee entirely if you are already using the platform for your domestic team.

Let’s have a look at all the top UK EOR solutions.

Best UK EOR Providers Reviewed in Detail

Each card below carries the same eight parameter scores, the same six UK data points, and the strengths and limitations that actually matter for a British hire. Scores come from our individual product reviews rather than vendor briefings. Where a provider does not publicly confirm a UK entity, we say so instead of assuming one.

Deel

Deel, Inc. · San Francisco, CA · Founded 2019

Best for: Teams running QuickBooks, Xero or NetSuite hiring in the UK alongside other markets

4.3 26,800+ reviews analysed

Why we picked Deel

Almost any EOR on this page can legally employ someone in London. Deel takes the top spot for what happens after the hire, not during it. QuickBooks, Xero, NetSuite and Workday all connect natively, so UK payroll costs land in your accounting system without a monthly export.

At $599 this is not the cheapest way to employ a British worker. Remofirst does the same job for $199 and Rivermate for €299. What you buy at the higher rate is depth: 250 owned entities, in-house legal teams across 130-plus countries, and a certified Workday Global Payroll Cloud partnership since early 2026.

Ask about the deposit before you ask about anything else. Deel requires a refundable 1 to 1.5 times your total monthly cost and it does not appear on the pricing page. On six UK employees that is roughly $3,600 to $5,400 locked up before payroll one.

Strengths & limitations

What wins
130-plus native integrations covering QuickBooks, Xero, NetSuite and Workday, the deepest library in the category
250 owned entities with in-house legal teams in 130-plus countries, so contracts update automatically when local law shifts
EOR, payroll, HRIS, device management and immigration under one login, which no competitor here matches
What to watch
Refundable deposit of 1 to 1.5 times monthly cost is standard practice but never appears on the pricing page
Chatbot routing sits in front of human support, and a named account manager is Enterprise-only at $899
Platform breadth creates a real learning curve, and help documentation skews toward contractors rather than admins

RemoFirst

Remofirst, Inc. · San Francisco, CA · Founded 2021

Best for: Budget-led teams making their first one to five UK hires

4.1 456+ reviews analyzed

Why we picked RemoFirst

Four hundred dollars a month separates RemoFirst from Deel for the same UK employee. On five hires that gap funds most of a sixth salary. RemoFirst is also the only sub-$200 platform NelsonHall named a Leader in its 2025 EOR evaluation, sitting alongside providers charging three times more.

The trade-off is the partner model. RemoFirst owns no entities, so a UK hire is employed through a local partner firm rather than by RemoFirst directly. UK employment law is settled enough that this rarely bites, which is exactly why the UK is a good market to use them in and Germany or Brazil is not.

Strengths & limitations

What wins

Named account manager on every account regardless of headcount, which Remote and Multiplier both gate behind higher tiers
Contractors at $25 convert to full EOR inside the same platform, with no vendor switch and no compliance gap
What to watch
No owned entities anywhere, so compliance accountability sits one step removed in every market including the UK
Payroll reliability degrades past 30 to 50 employees across three or more countries, documented consistently across G2 and Capterra
Three native integrations total, and no SOC 2 or ISO 27001 certification is publicly confirmed

Pebl

Formerly Velocity Global · Palo Alto, CA · Founded 2014

Best for: UK hires needing visa sponsorship across several jurisdictions at once

4.1 500+ reviews analysed

Why we picked Pebl

Sponsoring a UK work visa alongside a French and a German permit is where Pebl earns its place. Its immigration team works with Vialto Partners, formerly PwC’s global mobility practice, and permits move through the same workflow as the employment contract. Every other provider here hands immigration to a third party or does not offer it.

Pebl also holds G2’s number one compliance ranking and more employment licences than any competitor, built across eleven years. For a UK buyer whose legal team runs formal vendor due diligence, that track record clears procurement faster than a newer platform will.

Two numbers need resolving before you sign. The $399 promotional rate applies in select markets only, and the standard rate is $599. Third-party analyses put the realistic all-in cost 30 to 50 percent above that once setup fees of $500 to $2,000 per employee and FX markup are counted.

Oyster HR

Oyster HR Inc. · San Francisco, CA · Founded 2020

Best for: Mid-market and mission-driven teams hiring across the UK and Europe

4.1 1,912+ reviews analyzed

Why we picked Oyster HR

Oyster names the UK explicitly inside its Direct+ infrastructure, which means full compliance accountability with no partner in the middle. It also won G2’s Spring 2026 Europe Regional Leader award, and Europe is where its coverage is deepest rather than widest.

Every account gets a named Customer Success Manager regardless of size, which is the reason buyers stay. At $699 it is the most expensive published rate on this page, and reviewers raise that unprompted across all three review platforms. It is also the only B Corp certified EOR, audited by B Lab rather than self-declared.

Strengths & limitations

What wins
UK sits inside Direct+ with full compliance accountability, and G2 named Oyster Europe Regional Leader for Spring 2026
Named CSM on every account at every plan level, not gated behind an enterprise tier
Oyster Shell backs contractor misclassification exposure up to $500,000, which no competitor here matches financially
What to watch
$699 is the highest published rate on this page, $500 above RemoFirst for the same UK hire
First-line support often cannot resolve routine queries without escalating to the CSM
Month-to-month invoice variance is hard to reconcile, which finance teams flag repeatedly

Multiplier

Multiplier Technologies Pte. Ltd. · Singapore · Founded 2020

Best for: Cost-disciplined teams needing a UK contract signed this week

4.0 4,300+ reviews analysed

Why we picked Multiplier

Multiplier publishes $400 on its website with no setup fee and no offboarding charge, which makes it the cheapest way to hire in the UK without dropping to a partner-only model. G2 has ranked it the most implementable EOR across multiple consecutive quarters, ahead of 44 competitors.

Get the FX markup in writing before you sign. Sales quotes it around 2 percent, but independent reviewers have documented markups reaching 8 percent in specific corridors. On a sterling payroll of any size, that number matters more than the platform fee does.

UK-specific details

What wins
$400 published flat with no setup or offboarding fee, saving $47,760 a year against Deel on 20 employees
100-plus owned entities, so most markets carry direct legal employer status rather than a partner chain
NRE Payroll covers 10 European markets without a full EOR arrangement, a middle path no competitor offers
What to watch
FX markups quoted at 2 percent have been reported as high as 8 percent in some corridors
Support runs 24/5 with no phone line, so a Friday afternoon UK payroll issue waits until Monday

Rippling

Rippling People Center, Inc. · San Francisco, CA · Founded 2016

Best for: Companies already running Rippling domestically

4.1 17,000+ reviews analysed

Why we picked Rippling

Rippling is on this list for a reason that inverts the question. It owns a UK entity and runs native UK payroll, so a British hire never passes through EOR and never carries an EOR fee.

That makes it the cheapest option here for the right buyer and irrelevant for everyone else. If you already run Rippling for a US team, a London hire slots into the same dashboard with the same onboarding flow. If you are not on Rippling, the mandatory $8 per user platform fee and implementation running 5 to 15 percent of annual contract are hard to justify for UK hiring alone.

The device management is genuinely unmatched. Rippling ships configured, MDM-enrolled laptops to 30-plus countries and wipes them remotely at offboarding, which no other provider on this page does natively.

UK-specific details

UK entity modelOwns UK entity, native payroll rails

What to watch

Remote.com

Remote Technology, Inc. · San Francisco, CA · Founded 2019

Best for: IP-sensitive tech companies hiring UK engineers

4.2 4,000+ reviews analysed

Why we picked Remote.com

Remote owns its UK entity outright, with no partner firm anywhere in the chain. It matches Deel on price at $599 and asks for no deposit at all, which on ten UK hires is roughly $100,000 that stays in your account rather than Deel’s.

Remote IP Guard is written into every EOR contract at no extra cost, anchoring code and product to the hiring company regardless of where the engineer sits. That is why GitLab built its distributed engineering team here. The gap is support: no named CSM at standard tier, and a ticket queue quoting 24 to 48 hours is the most consistent complaint across thousands of reviews.

UK-specific details

UK entity modelFully owned UK entity, no partner chain
UK EOR price$599 annual, $699 month to month
Deposit / setup feeNo deposit, no setup, no offboarding fee
Onboarding timeSelf-serve, typically under a week

No deposit at all, against Deel’s 1 to 1.5x monthly cost at the same $599 rate
Remote IP Guard written into every contract at no extra cost, not left to a policy document
What to watch

Papaya Global

Papaya Global Ltd. · New York, NY · Founded 2016

Best for: Finance-led teams already on Workday, SAP or Oracle

4.0 117+ reviews analysed

Why we picked Papaya Global

Papaya is here for the CFO, not the HR lead. Real-time cost dashboards, AI variance detection and same-day payments through its own regulated Azimo rails give finance teams reporting no other provider on this page matches natively. At $650 with a UK hire running through partner execution rather than an owned entity, it only earns that premium once you are managing payroll across ten or more countries.

UK-specific details

UK entity modelAggregator, partner-executed locally

Owns Azimo, licensed in five Tier-1 jurisdictions, so payments run on regulated rails rather than third parties
Native connectors for Workday, SAP SuccessFactors and Oracle HCM, which only Deel matches for enterprise depth
What to watch

Independent review scores run lower than the category average, with slow responses during payroll processing windows the recurring theme
Three operating systems create a real configuration curve that lean HR teams feel immediately

Rivermate

Rivermate BV · Amsterdam, NL · Founded 2020

Best for: SMBs hiring across the UK and two or three other European markets

4.2 360+ reviews analysed

Why we picked Rivermate

Rivermate holds 38 owned legal entities concentrated in Europe, and the UK is inside that core rather than at the edge of a 180-country list. It also holds G2’s number one ranking for Best Support in the EOR category, earned across 360-plus reviews, with a named account manager reachable on Slack and WhatsApp for every client regardless of size.

Onboarding runs under 48 hours, independently validated and faster than most of this list. The integration library is the honest weakness at 2.9, and it is the most flagged issue in every independent review. Teams on BambooHR, Xero or QuickBooks will export manually.

What wins

UK sits inside the owned European core, not partner territory, at roughly half the price of Deel or Remote
Contracts built around your specific clauses rather than issued from a fixed template
What to watch
Weakest integration library on this page at 2.9, with manual exports for BambooHR, Xero and QuickBooks
Founded in 2020, so enterprise procurement teams wanting a decade of audit history will raise it
Native reporting is shallow, and workforce analytics gets routed to external BI tools

Globalization Partners

Globalization Partners, Inc. · Boston, MA · Founded 2012

Best for: Enterprise procurement teams needing a decade of audit history

4.3 1,100+ reviews analysed

Why we picked Globalization Partners

G-P has been running EOR since 2012, which makes it the oldest provider on this page by six years. For a UK buyer whose legal team demands multi-year audit trails before signing, that history clears procurement in a way a 2020-founded platform cannot.

The compliance stack backs it up. SOC 2, ISO 27001, ISO 27017, ISO 27018 and ISO 42001 for AI management, all listed on its own security portal. G-P states it operates fully owned entities across all 180-plus covered countries, though it does not publish UK-specific confirmation.

Two things count against it for smaller UK hires. G-P is the only provider here that will not give you a number before a sales call, and independent assessment puts standard onboarding at 5 to 10 business days against Deel’s 2 to 5. Both reflect an enterprise process rather than a broken one.

Entity vs. EOR

15–25 employees is where this page’s crossover math points toward opening your own UK entity. Below that, at 20 employees on a $599/mo platform fee you’re paying roughly $143,760 a year in EOR fees alone.

Where Foreign Employers Get Caught Out

1 Skipping the right-to-work check before day one. A missed check carries up to £45,000 per worker for a first breach, £60,000 for a repeat within three years.High severity
2 Assuming EOR fully removes permanent establishment risk. A UK hire who habitually negotiates or concludes contracts on your behalf can still create a taxable presence regardless of who employs them on paper.Medium severity
3 Not confirming which entity model applies before signing. Hybrid providers rarely volunteer whether the UK sits in their owned or partner network, and it only matters once something goes wrong.Medium severity

What a UK Employer of Record Actually Does

An EOR becomes the legal employer of your UK hire on paper. It issues the employment contract, registers the employee for PAYE, files Real Time Information submissions to HMRC every pay period, pays employer National Insurance, enrols them into a qualifying pension scheme under The Pensions Regulator’s auto-enrolment duties, and administers statutory leave and sick pay.

You direct the work. They carry the employment relationship. That split is the entire product, and everything else on a vendor’s feature list is packaging around it.

It does not give you a UK presence for anything else. No UK bank account, no VAT registration, no ability to sign commercial contracts in your own name. If you need those, you need a UK entity, and an EOR is a bridge to that rather than a substitute for it.

It does not fully remove permanent establishment risk. If your UK employee habitually negotiates or concludes contracts on your behalf, HMRC may treat that as a taxable presence regardless of who employs them on paper.

A London sales hire carries meaningfully more exposure here than a London engineer. Raise it with your tax adviser before the first commercial hire, not after.

It does end your IR35 problem, but only by changing the relationship. IR35 and the off-payroll working rules govern contractors, and employment status is what determines which regime applies. An EOR employee sits inside employment with PAYE deducted at source, so the rules stop applying.

Converting a long-running UK contractor to EOR employment closes that exposure, and RemoFirst, Remote.com and Oyster HR all handle the conversion inside the same platform.

It does not make you immune to employment claims. Discrimination, health and safety duties and whistleblowing protections can still reach the end client depending on how the working relationship actually operates. The EOR carries the contract. It does not carry your management decisions.

Most providers will not find the candidate. Rivermate runs recruitment at 15% of annual salary as a separate service and Pebl facilitates through partner networks. Everyone else expects you to arrive with a signed offer.

The Four Structural Types of UK EOR Providers

Providers on this page look similar on their pricing pages and behave differently the moment something goes wrong. The difference is structural, and it comes down to who legally employs your hire.

The Four Structural Types
Who legally employs your hire, and why it matters
4 models compared
Owned-Entity Specialists
Remote.com, Rippling, Rivermate
1Holds its own UK legal entity, employs your hire directly
2Remote.com owns 100%, Rivermate holds it in a 38-entity European core
Right for you: Unbroken accountability, or hiring engineers where IP assignment matters
△ Wrong if your hiring is concentrated outside Europe and North America, where these thin out fast
Partner-Network EORs
RemoFirst
1Owns nothing, contracts with local firms in each market
2185-plus countries, precisely how it holds a flat $199 rate
Right for you: Budget is the binding constraint, hiring in a settled legal system like the UK
△ Wrong past 30 employees across several countries, or if procurement requires SOC 2
Hybrid Networks
Deel, Multiplier, Pebl
1Owned entities in core markets, partners everywhere else
2Deel runs 250 owned entities, Pebl 65 owned against 120 partner
Right for you: Hiring across mixed geographies, want one vendor for all of it
△ Wrong if you assume the headline country count tells you anything about the UK specifically
Workforce Platforms with an EOR Module
Rippling, Papaya Global
1EOR is one product inside HR, IT, payroll and finance
2Rippling: 650-plus integrations and native device management
Right for you: Already on the platform domestically, want UK hires in the same dashboard
△ Wrong if EOR is the only thing you need — the mandatory platform fee buys capability you won’t touch

Employer of Record vs Employment Business: Which Licence Applies

The UK has no dedicated EOR licence and no EOR-specific regulator. What it does have is a different, heavily regulated activity that gets confused with EOR constantly, and the distinction decides whether any authorisation is needed at all.

  Employer of Record Employment Business
How it works Employs your hire directly on a UK contract, under its own entity Leases its own workforce to clients on an assignment basis
Who employs the worker The EOR is the legal employer The worker is supplied, not employed, for your role
Licence or registration None beyond ordinary employer obligations Required, under the Conduct of Employment Agencies and Employment Businesses Regulations

Ask which model applies and which entity sits on the employment contract. A direct contract with the provider’s own UK entity means you are in the EOR model and no licensing question arises.

There is a fifth option that is not an EOR at all. If most of your team is already British, a UK entity plus payroll software costs less than any provider here at scale. EOR earns its price when entity setup is the thing you are avoiding, and stops making sense somewhere between 15 and 25 UK employees depending on salary levels.

What UK Law Actually Costs You

Employer NIC and pension

Employer National Insurance is 15% on everything above the £5,000 secondary threshold, with no upper limit. Both figures are frozen until 2030/31.

On a £60,000 salary that is £8,250 a year. Class 1A on benefits in kind is charged at the same 15%.

Auto-enrolment adds a minimum 3% employer contribution for anyone earning over £10,000, calculated on qualifying earnings of £6,240 to £50,270. Roughly £1,300 a year on a £50,000 salary.

Employment Allowance is £10,500 for 2026/27, but it is claimed by the legal employer, which is your EOR rather than you. Ask whether it gets passed through.

A £60,000 UK hire costs around £69,500 before the platform fee. The spread between providers on this page is a rounding error against that.

PAYE and the Scottish gap

Your provider runs PAYE and files RTI to HMRC every payday. Personal allowance is £12,570, higher rate starts at £50,270, additional rate at £125,140.

Scotland runs six income tax bands from 19% to 48%, against three elsewhere in the UK. An Edinburgh hire nets less than a Manchester hire on identical gross pay, which matters if you benchmarked the offer on take-home. Confirm your provider handles Scottish taxpayer status correctly.

IR35

Off-payroll working rules put status determination on the end client for medium and large companies. Get it wrong and you inherit the unpaid PAYE and NIC.

EOR employment removes the problem entirely, since tax is deducted at source. It is not retrospective cover, so historic exposure needs separate advice.

RemoFirst, Remote.com, Oyster HR and Rivermate all convert contractors in-platform. Oyster backs the transition to $500,000 through Oyster Shell.

Right to work

A correct right to work check before the start date gives you a complete statutory defence. Failing to gives you up to £45,000 per worker for a first breach and £60,000 for a repeat within three years.

From 1 October 2026, a revised Code of Practice extends these duties to labour supply chains, subcontractors and some online platforms. If you engage UK workers outside direct employment, that is worth reviewing now.

For sponsorship, Pebl runs immigration in-house with Vialto Partners. Globalization Partners, Oyster and Remote all support permits. Rippling and Rivermate do not.

Notice and redundancy

Statutory notice is one week between one month and two years service, then one week per year, capped at 12 weeks.

Statutory redundancy needs two years service. From 6 April 2026 the weekly pay cap is £751 and the maximum payment is £22,530.

The cap is what surprises people. Someone earning £1,500 a week is still calculated at £751, so statutory redundancy costs far less than most buyers expect.

First £30,000 is tax free. Payment in lieu of notice is always taxable under the PENP rules.

Penalty exposure

Right to work is the big one at £45,000 to £60,000 per worker. Late RTI filing, auto-enrolment failures and tribunal awards sit behind it, and discrimination awards are uncapped.

Your EOR carries these as legal employer. It does not carry your management decisions, so a claim arising from how you managed someone can still reach you.

Same two verification notes stand: one source quoted a £700 redundancy cap and another a £12,750 personal allowance. Both conflict with GOV.UK, so I used £751 and £12,570.

UK Visa Sponsorship for EOR Employees: Which Routes Need a Licence

Sponsorship is the single biggest hard blocker on this page, and it decides the shortlist before price or platform ever come into it. A sponsor licence is held by the employing entity, so if you hire through an EOR, the EOR needs the licence, not you. Not every provider has one. Four of the six routes below need no sponsorship at all, which is worth checking first since it can remove the constraint entirely.

Which UK Visas Need Sponsorship
Whether the EOR needs a licence at all
6 routes covered
The main sponsored route
1Salary floor of £41,700 or the going rate for the role, whichever is higher
2Immigration Skills Charge of £1,320 per person per year, plus the Immigration Health Surcharge
Sponsor licence needed: Yes, held by the EOR
A subset of Skilled Worker
1Lower application fee at £324 against £819 on the standard route
2Exempt from the Immigration Health Surcharge, worth over £5,000 across five years
Sponsor licence needed: Yes, sector-specific
Endorsement-based, self-sponsored
1Requires endorsement from an approved body, or a qualifying prize
2No salary threshold and no tie to a single employer
Sponsor licence needed: No, the individual holds it
Reciprocal bilateral route
1Typically ages 18 to 30 or 35, depending on participating country
22 to 3 years of unrestricted work rights, country quotas apply
Sponsor licence needed: No, can work for any UK employer
Post-study, self-sponsored
1For international students who completed an eligible UK qualification
2Full work rights, no salary threshold, but time-limited
Sponsor licence needed: No, plan for the switch before it expires
EU Settlement Scheme, no permit needed
1Verified through a Home Office share code, not a physical document
2A right-to-work check is still mandatory before employment starts
Sponsor licence needed: No, check the share code and proceed

Among the ten providers on this page, sponsorship support varies sharply. Pebl runs immigration in-house alongside Vialto Partners. Globalization Partners, Oyster HR and Remote.com all support permits. Rippling and Rivermate do not offer sponsorship as a native product at all.

Full Cost of Employment: What a £60,000 UK Hire Really Costs

The platform fee is the smallest number in this decision. Two payslips run on every UK hire, yours and theirs, and most comparisons only show one side.

Full Cost of a £60,000 UK Hire
What the employer pays, and what the employee actually keeps
2 sides of the payslip
What the Employer Pays
On top of the £60,000 gross salary
1Employer NIC, 15% above £5,000: ~£8,250/year
2Pension auto-enrolment, minimum 3%: ~£1,250/year
3Growth and Skills Levy, 0.5%: only above £3m annual UK payroll
Employer total before platform fee: ~£69,500/year
△ £10,500 Employment Allowance is claimable against total employer NIC, but it’s claimed by the legal employer, the EOR. Ask whether it gets passed through.
What the Employee Keeps
Deducted at source from the £60,000 gross
1Employee NIC: 8% up to £50,270, 2% above that
2Income tax, PAYE: 20% to £50,270, 40% to £125,140, 45% above
3Pension auto-enrolment, minimum 5% of qualifying earnings
Take-home: Varies by tax code, roughly £43,000–£44,000/year
△ Scotland runs six tax bands instead of three. A Scottish hire nets less than an English one on identical gross pay.

The EOR fee sits on top of all of this, and on this page runs $199 to $699 a month. Against roughly £69,500 in statutory employer cost alone, the difference between the cheapest and most expensive provider here is a rounding error, not the number that should decide your shortlist.

Cost to Employer in the UK

Cost to Employer: £60,000 UK Hire

Base Salary £60,000
Employer NIC, 15% above £5,000 £8,250
Pension auto-enrolment, min. 3% £1,300
Total: £69,550 before any EOR platform fee
EOR platform fee not included above, $199 to $699/mo depending on provider, billed separately in USD

The published platform fee is the smallest number in what a UK hire actually costs. Employer National Insurance runs 15% on everything above the £5,000 threshold with no ceiling, and pension auto-enrolment adds a minimum 3% on top. On a £60,000 hire, that’s roughly £69,550 before any provider sends an invoice.

Deel holds a refundable deposit of 1 to 1.5 times your monthly cost, and it isn’t published anywhere. On six UK hires that’s roughly $3,600 to $5,400 locked up before payroll one, money Remote.com, RemoFirst, Multiplier and Rivermate don’t ask for at all.

Pebl charges $500 to $2,000 per employee to onboard and up to $1,000 to offboard. Multiplier, RemoFirst and Rivermate charge neither at either end.

Multiplier quotes FX markup around 2%, but independent reviewers have documented up to 8% in specific corridors, and Pebl adds 2 to 5% on top of its rate. On a sterling payroll of any size, that spread outweighs the difference between most providers’ headline fees.

Run the numbers in this order: statutory cost first, since it doesn’t change no matter who you sign with, then the platform fee, then whatever isn’t printed on the page. The $500 gap between RemoFirst and Oyster HR looks meaningful until it sits next to £69,550 in cost that’s fixed regardless of provider.

Verify Before You Sign a UK EOR Contract

Every provider on this page will get you a UK hire employed. Not all of them will get you there without a surprise landing on your first invoice, or a structure that doesn’t hold up if it’s ever challenged. Eight things are worth confirming in writing before you sign.

Verify Before You Sign
Get these in writing before onboarding starts
8 checks
Who Legally Employs Your Hire

Owned entity, or partner firm, and can you name it. Deel, Multiplier and Pebl run hybrid networks and none states which applies to the UK unless asked.

The Deposit, If Any

Deel holds 1 to 1.5x monthly cost, unpublished. On six hires that’s $3,600 to $5,400 locked up before payroll one. Remote, RemoFirst, Multiplier and Rivermate ask for nothing.

Whether You’re Creating Employee Leasing

If you already hold a UK entity and still route the same hire through an EOR, that can be construed as employee leasing rather than genuine third-party employment.

Who Signs the Offer Letter and NDA

Signing directly with the employee rather than the EOR undermines the position that the EOR is the legal employer.

The Full Statutory On-Cost

A £60,000 hire runs about £69,500 once NIC and pension are added. Get this in writing, not estimated from a marketing page.

Contract Term and Exit Cost

Pebl charges $500 to $2,000 to onboard, $500 to $1,000 to offboard. RemoFirst, Multiplier and Rivermate charge neither. Ask what it costs to leave.

FX Markup, By Currency Pair

Multiplier quotes ~2% but reviewers have documented up to 8% in some corridors. A verbal estimate is not a contractual commitment.

How CoS Salary Reconciles Against Payroll

Checked per pay period from April 2026, with mismatches surfacing to the Home Office automatically. Ask before you sponsor anyone.

UK Entity vs EOR vs Non-Resident Employer: Which Should You Use

One technical decision separates these ten providers more than price does: who legally employs your hire. There’s also a third route beyond entity-or-EOR that almost no comparison mentions, because it competes with what every provider on this page sells: HMRC lets a foreign company with no UK establishment register directly for PAYE and employ staff itself, with no entity and no third party on the contract.

Own UK Entity EOR Non-Resident Employer
Setup time Weeks to months Days Two to six weeks with HMRC
Legal employer You The EOR You, directly
Third party on contract No Yes, the EOR No
Cost shape Fixed overhead, falls per head as you scale Per-employee monthly fee Low fixed cost, high internal payroll admin
Who offers it N/A All 10 providers on this page None of the 10 — you handle it directly

Among the ten providers, three groups sit inside the EOR column differently. Owned entity: Remote.com owns 100% of its entities, Rippling owns a UK entity, Oyster HR names the UK inside Direct+, and Rivermate holds it in its 38-entity European core. Partner entity: RemoFirst runs this everywhere, and Papaya Global runs an aggregator model with partner execution locally. Hybrid: Deel, Multiplier and Pebl mix owned and partner markets and rarely say which applies to the UK without being asked.

The distinction is invisible for months and then decides everything. In a routine hire it never surfaces. In a disputed termination, an HMRC enquiry or a tribunal claim, it determines who is answerable and how many parties sit between you and a resolution.

That said, the UK is a forgiving market for partner models. Employment law is settled, English is the contract language, and enforcement is predictable. The partner risk that genuinely bites in Germany or Brazil is far smaller here, which is why RemoFirst at $199 is a defensible UK choice in a way it would not be in Frankfurt.

Ask one question of every provider on your shortlist: do you own the UK entity, or do you use a partner, and can you name them. A straight answer takes ten seconds. Hesitation tells you something.

How to Shortlist EOR Fast

Three questions cut ten providers to two or three.

1. What is your total UK headcount in 18 months? Under five and price leads, so RemoFirst or Rivermate. Five to twenty and the balance shifts to Multiplier or Remote. Past twenty-five, model a UK entity plus payroll software against EOR fees, because EOR usually stops making sense somewhere in that band.

2. Does anything in your stack or process force a choice? NetSuite or QuickBooks points to Deel. Workday, SAP or Oracle points to Papaya. A procurement checklist demanding SOC 2 rules out RemoFirst. Visa sponsorship rules out Rippling and Rivermate. An existing Rippling deployment makes Rippling the obvious answer.

3. Who fixes it when payroll is wrong on a Friday afternoon? Rivermate gives you a named manager on Slack, and RemoFirst and Oyster give you one on every account. Remote gives you a ticket queue quoting 24 to 48 hours. Rippling gives you a business-hours chatbot that your employees cannot contact at all.

UK EOR Decision Guide
Match your priority to the right provider
10 scenarios covered
Top pick RemoFirst

Budget is the binding constraint

$199 flat with no deposit and no annual contract. Saves $4,800 a year per employee against Deel, and the UK is settled enough that the partner model rarely bites.

Top pick Remote.com

Your CFO will not lock up a deposit

Owned UK entity at $599 with zero deposit, zero setup and zero exit fee. On ten hires that keeps roughly $100,000 in your account that Deel would hold.

Top pick Deel

Finance runs on QuickBooks, Xero or NetSuite

All three connect natively across 130-plus integrations, so UK payroll costs post without a monthly export. No other provider here covers the full accounting stack.

Top pick Rippling

You already run Rippling domestically

Owns a UK entity and runs native UK payroll, so British hires carry no EOR fee at all. The cheapest option on this page for exactly one type of buyer.

Top pick Rivermate

You want a human, not a ticket queue

G2 number one for Best Support, scoring 4.9. Named account manager on Slack and WhatsApp for every client, at roughly half Deel’s price.

Top pick Pebl

The hire needs a UK visa sponsored

In-house immigration alongside Vialto Partners, formerly PwC’s global mobility practice. Permits move through the same workflow as the contract rather than a separate firm.

Top pick Oyster HR

Converting UK contractors to employees

Conversion is built in, and Oyster Shell backs misclassification exposure to $500,000. No competitor here puts money behind the transition.

Top pick Multiplier

You need the contract signed this week

G2 number one Most Implementable EOR across multiple quarters, ahead of 44 competitors. Contracts generate in minutes at a published $400 with no setup or exit fee.

Top pick Globalization Partners

Procurement wants a decade of audit history

Running EOR since 2012, the longest live record here, with SOC 2 and four ISO certifications published openly on its own security portal.

Top pick Papaya Global

Your CFO needs cross-country cost reporting

Real-time dashboards and AI variance detection built natively, plus Workday, SAP and Oracle connectors. Earns the $650 rate past ten countries, not before.

Conclusion

For a UK hire, the decision that actually matters is who legally employs the person, not which platform costs a few hundred dollars less a month. English employment law is stable and enforcement is predictable, which is exactly why the partner-versus-owned distinction rarely causes problems here, and why buyers end up weighing price differences that matter less than they think.

The most common mistake on this page is treating the platform fee as the cost of hiring in the UK. Employer National Insurance runs 15% above the £5,000 threshold with no ceiling, so a £60,000 hire adds roughly £8,250 a year before pension auto-enrolment adds another £1,300. Against that, the $500 gap between RemoFirst and Oyster HR barely moves the total.

Before requesting pricing from anyone on this list, get two answers in writing: whether the UK sits inside an owned entity or runs through a partner, and what isn’t printed on the pricing page, deposit, setup fee, or FX markup. A straight answer to both takes under a minute and tells you more than another sales call will.

UK Employer of Record: Questions Buyers Actually Ask

Pricing, entity ownership, IR35, sick pay and when to stop using an EOR altogether.

How much does an EOR cost in the UK?+

Published platform fees on this page run from €299 with Rivermate and $199 with RemoFirst up to $699 with Oyster HR. Rippling and Globalization Partners publish nothing and require a sales call.

The platform fee is the smaller number. Employer National Insurance at 15% above £5,000 and pension auto-enrolment at a minimum 3% employer contribution mean a £60,000 UK hire costs around £69,500 before any provider invoice arrives.

Do I still pay employer National Insurance if I use an EOR?+

Yes. The EOR calculates and remits it as legal employer, but the cost passes through to you in full.

Employer NIC is 15% on all earnings above the £5,000 secondary threshold with no upper limit, and both figures are frozen until 2030/31. On a £60,000 salary that’s £8,250 a year.

Employment Allowance of £10,500 is claimed by the legal employer rather than by you. Ask each provider directly whether it gets passed through, because the answer varies.

Which UK EOR providers actually own a UK entity?+

Remote.com owns 100% of its entities, Rippling owns a UK entity and runs native UK payroll through it, Oyster HR names the UK inside its Direct+ infrastructure, and Rivermate holds the UK in its 38-entity European core.

Globalization Partners states it owns entities across all covered markets but publishes no UK-specific confirmation. RemoFirst uses a local partner firm.

Deel, Multiplier and Pebl all run hybrid networks and none of them publicly confirms which model applies to the UK. Ask before you sign.

Does using an EOR solve my IR35 problem?+

For future engagements, yes. IR35 applies where someone works through an intermediary such as their own limited company. An EOR employee sits inside employment with PAYE deducted at source, so the rules stop applying entirely.

It is not retrospective cover. Converting a contractor today does nothing about exposure from previous tax years, and HMRC can look back. Handle the historic position separately.

How fast can an EOR get someone working in the UK?+

Rivermate and Multiplier both hit under 48 hours, Deel runs 2 to 5 days, and Globalization Partners is slowest at 5 to 10 business days.

Who carries out the right to work check?+

The EOR does, as legal employer. A correct check before the start date creates a statutory excuse, which is a complete defence against penalty.

Failing to carry one out carries up to £45,000 per worker for a first breach and £60,000 for a repeat within three years. Records must be kept for the duration of employment plus two years.

A revised Code of Practice taking effect on 1 October 2026 extends these duties to labour supply chains, subcontractors and some online platforms.

At what point should I set up a UK entity instead?+

Somewhere between 15 and 25 UK employees for most companies, depending on salary levels. At 20 employees on a $599 platform fee you’re paying roughly $143,760 a year in EOR fees alone, which usually exceeds a UK entity plus payroll software and an accountant.

The other trigger is commercial rather than financial. If you need a UK bank account, VAT registration, or the ability to sign contracts in your own name, no EOR provides any of those.

Can an EOR sponsor a UK work visa?+

Some can. Pebl runs immigration in-house alongside Vialto Partners, formerly PwC’s global mobility practice, so permits move through the same workflow as the employment contract.

Globalization Partners, Oyster HR, Remote.com, Deel and Multiplier all support work permits, generally priced separately from the EOR fee. Rippling and Rivermate do not offer sponsorship natively.

Do I need an EOR if I already use a workforce platform like Rippling?+

Possibly not. Rippling owns a UK entity and runs native UK payroll, which means British hires bypass EOR entirely and carry no EOR fee.

If you already run Rippling for a domestic team, a London hire slots into the same dashboard. If you are not on Rippling, the mandatory $8 per user platform fee and implementation running 5 to 15% of annual contract value are hard to justify for UK hiring alone.

Does Statutory Sick Pay apply to employees hired through an EOR?+

Yes. SSP rose to £123.25 a week from 6 April 2026, and it’s now the lower of that flat rate or 80% of the employee’s average weekly earnings.

The old three-day waiting period is gone too, so it pays from the first day of absence rather than the fourth, for up to 28 weeks.

Do employees in Scotland pay different tax through an EOR?+

Yes. Scotland runs six income tax bands from 19% to 48%, against three bands everywhere else in the UK.

An Edinburgh hire nets less than a Manchester hire on identical gross pay, so confirm your provider applies Scottish taxpayer status correctly before you benchmark an offer on take-home pay.

What happens if I need to end someone’s employment through an EOR?+

Statutory notice is one week for each year of service up to twelve weeks, starting after one month.

Once two years’ service is reached, statutory redundancy applies at a weekly pay cap of £751 from 6 April 2026, up to a maximum of £22,530. The first £30,000 is tax free, though payment in lieu of notice is always taxable under PENP rules.

Our Evaluation Methodology

Listings are determined through independent editorial assessment and are not influenced by paid placement. Category pages are reviewed periodically to reflect significant product, pricing, or market changes. Every provider on this page is scored across the same eight parameters below, and those scores are what appear on each card.

Pricing & Value20%

Published rate, what’s held at signing, and whether the total cost is transparent or requires a sales call to find out. Hidden deposits and unpublished surcharges score lower here regardless of the headline rate.

Compliance Strength20%

Whether the provider gets that country’s statutory obligations right: local payroll tax brackets, severance rules, and mandatory benefit timing. Direct-entity delivery and documented audit trails score higher than unconfirmed partner arrangements.

Global Coverage15%

Reach beyond the country this page covers, owned-entity countries counted separately from partner-covered ones. A specialist working only that one country scores low here by design, since this parameter measures breadth, not quality.

Onboarding Speed10%

Published time from signature to a legally employed hire. Self-serve platforms and direct-entity providers generally score higher than partner-routed onboarding.

Payroll Reliability10%

Depth of payroll reporting, benefits administration, and how well pension, severance, and statutory leave are handled inside the platform rather than left to the client to track manually.

Platform & Integrations10%

Native connections to accounting, HRIS, and device-management systems, weighed against how much reconciliation work falls to the client’s finance or IT team instead.

Customer Support10%

Named account managers score higher than ticket-only or chatbot-gated support, and response-time claims are weighed against third-party review evidence, not vendor marketing copy alone.

Ease of Use5%

Interface clarity and administrative burden for the HR team actually running the account day to day, informed by third-party review sentiment where available.
