Hiring in the UAE in 2026: The Costs Beyond a Tax-Free Salary

Expatriate staff in the UAE pay no income tax and carry no employer social security, so the real extra cost sits in gratuity, health insurance and visas. We priced a Dubai offer line by line, compared the rules on the mainland, in the free zones, in DIFC and in ADGM, and checked who sponsors the visa at ten EOR providers.

From our research

Payroll timing got stricter this year. Ministerial Resolution 340 of 2026, in force since 1 June, makes each month’s salary due on the first day of the next month. New work permits can be suspended from day five of a delay, and serious cases can reach the public prosecutor from day 21.

Costly assumptions

Four budgeting mistakes that skew a UAE hiring plan

Most of these errors come from rules that moved in the last two years. The Emirati charge and salary floor both rose in 2026, and health insurance went nationwide in 2025. Pension rules that apply to nationals only are easy to carry over to an expatriate offer by mistake.

AED 120,000

Budgeting the 2025 Emiratisation charge

From 1 July 2026, a mainland company with 50 or more staff pays AED 10,000 a month, or AED 120,000 a year, for each Emirati it is short. Planning at the old AED 108,000 understates the bill by AED 12,000 a year per missing hire.

AED 6,000

Offering an Emirati the old AED 5,000 floor

Since 1 January 2026, a UAE national in the private sector must earn at least AED 6,000 a month, and from 1 July 2026 anyone paid less no longer counts toward the quota. At AED 5,000 the offer is AED 12,000 a year short, and the seat can still draw the full AED 120,000 charge.

7 of 7

Insuring only in Dubai and Abu Dhabi

Health insurance has been mandatory in all seven emirates since 1 January 2025, and the residence visa won’t be issued without it. Leaving it out of a Sharjah or Ajman budget understates the cost by AED 7,388 a year on the plan we price, or AED 616 a month.

AED 0

Adding 12.5% pension to an expatriate salary

Under the 2023 pension law, GPSSA covers UAE nationals only, with the employer paying 12.5% below AED 20,000 and 15% from AED 20,000. Adding 12.5% to our AED 20,000 expatriate example inflates the budget by AED 30,000 a year, nearly twice the AED 15,788 of gratuity and insurance actually owed.

Rates and charges as in force on 22 October 2026.

The rule change

One missing Emirati now costs AED 120,000 a year

Mainland companies with 50 or more staff must add 2% skilled Emirati headcount every year. The charge for each shortfall went up again in 2026. So did the salary an Emirati must earn to count toward the target.

From our research

The AED 10,000 monthly figure comes from the ministry’s reminder before the 30 June deadline, as reported in the UAE press. At that rate, a company four Emiratis short pays AED 480,000 a year, AED 48,000 more than under the 2025 charge.

The 2025 monthly figure is the AED 108,000 yearly charge divided by 12. Employer pension at 12.5% of salary under AED 20,000, after the government’s 2.5% share. Firms with 20 to 49 staff in 14 sectors have fixed headcount targets instead. Free zone companies are exempt. On an EOR, the quota sits with the provider’s licensed entity.

Visa costs are left out because we couldn’t find an official total. Three published estimates for a two-year employment visa run from AED 3,000 to AED 7,500, and each counts different fees. The one government figure we could confirm is the MOHRE work permit fee of AED 250 to AED 3,450.

Not in these totals: visa, Emirates ID and medical test fees, any deposit, and setup or exit fees. Our UAE EOR fee table lists what each provider publishes.

Mainland, free zone or financial centre: four sets of rules

Where the employer holds its licence decides which law covers your hire. Most free zones follow the federal labour law. DIFC in Dubai and ADGM in Abu Dhabi write their own, with different leave and end-of-service rules.

DIFC’s fund costs the same as mainland gratuity. On AED 12,000 basic, 5.83% is AED 700 a month, exactly the 21-day accrual. The difference is cash flow. A DIFC employer pays into the fund every month, while a mainland employer usually carries the liability and pays it at exit.

ADGM’s 2024 regulations took effect on 1 April 2025. The savings scheme under Cabinet Resolution 96 of 2023 is voluntary, at 5.83% of basic pay a month for the first five years and 8.33% after. Free zones are exempt from Emiratisation quotas. Checked 22 October 2026.

EOR or own company

How many hires before a UAE company of your own pays off

Deel’s UAE cost table puts an entity at AED 130,517 to set up and AED 140,143 a year to run. The same table prices its EOR at AED 26,398 per employee a year, which is its $599 monthly fee in dirhams.

2 staffAED 53k
4 staffAED 106k
6 staffAED 158k
8 staffAED 211k

Scale: AED 300,000 a year. Entity figures from Deel’s UAE cost table, updated 30 June 2026: AED 140,143 a year to run and AED 270,660 in year one with setup. EOR fee at AED 26,398 per employee a year.

From the second year, six staff on an EOR cost more than running your own company. Setup pushes that point to eleven in the first year. Deel puts company formation at two to four months. Growth brings one more cost to plan for. A mainland company that reaches 50 staff takes on Emiratisation targets, and a free zone company does not.

From our research

Our break-even is one division. AED 140,143 a year to run the company over AED 26,398 per hire gives 5.3, so the sixth hire tips it, and AED 270,660 in year one gives 10.3, so the eleventh. Licence and office costs swing widely between free zones and the mainland, so an accountant’s quote for your setup will move our figure in either direction.

Providers

Which company sponsors your staff in the UAE

The employer of record signs the MOHRE contract, sponsors the residence visa and pays through WPS. We checked each provider’s own site for who that company is. Three of the ten we rank say they own it.

From our research

Not one of the ten says on its UAE page whether its employing company is licensed on the mainland or in a free zone. That matters, because a free zone licence generally covers work inside that zone. Ask for the licence before your hire signs.

Past year five the rate rises from 21 to 30 days of basic pay, and that is where the liability grows fastest. On this salary, years six to ten add AED 60,000, more than the AED 42,000 the first five years build up.

Other money at exit. Unused leave is paid out, the employer usually owes a flight home, and a court can award up to three months’ pay for arbitrary dismissal. Final dues are payable within 14 days of the contract ending.

Contractors and foreign staff

Five questions that decide whether a UAE contractor is really staff

The UAE test starts with the permit. Anyone working for you inside the country needs a sponsored work permit or a freelance permit of their own, and the day-to-day reality has to match it. Since August 2024, fines for employing someone without the right permit run from AED 100,000 to AED 1,000,000.

FAQ

UAE hiring questions, answered with numbers

Is there a minimum wage in the UAE?
Not for expatriates. UAE nationals in the private sector must earn at least AED 6,000 a month from 1 January 2026, and employers had until 30 June 2026 to lift existing Emirati salaries to that level.
How is gratuity calculated in the UAE?
At 21 days of basic pay for each of the first five years and 30 days for each year after, with a daily rate of basic divided by 30. On AED 12,000 basic, that comes to AED 42,000 after five years. The total is capped at two years’ pay.
Do employers pay social security for expatriate staff?
No. GPSSA covers UAE nationals only. For an Emirati hire the employer pays 12.5% of contribution salary below AED 20,000 and 15% above it, on salary capped at AED 70,000 a month.
Is health insurance mandatory for employees in the UAE?
Yes, in all seven emirates since 1 January 2025. It has to be in place before a residence visa is issued or renewed. MOHRE’s basic package costs AED 320 a year, though most professional hires get a fuller plan.
How much notice does an employee get?
Between 30 and 90 days after probation, as the contract sets. During probation, which can last up to six months, an employer needs to give 14 days’ notice.
Do free zone companies have to meet Emiratisation targets?
No. The quotas apply to mainland companies with 50 or more staff, and to firms with 20 to 49 staff in 14 sectors. A mainland company short of its target pays AED 10,000 a month for each missing Emirati in 2026.
When is my own UAE company cheaper than an EOR?
From about six employees on running costs, and about eleven in the first year once setup is counted, using Deel’s published UAE entity costs and its fee of AED 26,398 per employee a year.
